agencies, including municipalities, have
a responsibility to keep roads and sidewalks
in an adequate state of repair. This includes
ensuring that roadways are cleared of all
dangers to motorists and that sidewalks
are cleared of trip hazards or of ice and
snow which could result in serious mishaps
for pedestrians traveling along these walkways.
